Special regulations 219, 319, 653 in the ADR

Certain substances and/or objects are subject to the so-called special regulations according to ADR. The list of special regulations extends over 50 pages in the ADR, which is why we have taken a closer look at the relevant paragraphs that we come across time and again in shipping. It is not only the product groups that are strictly specified, but also the corresponding labelling for the respective substance.

219 & 319

UN3245 & UN3373

219 – Genetically modified micro-organisms (GMMOs) and genetically modified organisms (GMOs) packed and labelled in accordance with packing instruction P 904 of 4.1.4.1 are not subject to the other provisions of the ADR. If GMMOs or CMOs meet the criteria for inclusion in Class 6.1 or 6.2 (see 2.2.61.1 and 2.2.62.1), the provisions of ADR for the carriage of toxic or infectious substances apply.

319 – Substances packed or labelled in accordance with packing instruction P 650 are not subject to any further provisions of the ADR.

UN1006, UN1013,
UN1046 & UN1066

653 – The carriage of this gas in cylinders whose product of test pressure and capacity does not exceed 15.2 MPa-litres (152 bar-litres) is not subject to the other provisions of ADR, provided that: – the provisions applicable to cylinders for construction, testing and filling are complied with; – the cylinders are packed in outer packagings which comply at least with the provisions of Part 4 for combination packagings. The „General packing instructions“ in subsections 4.1.1.1, 4.1.1.2 and 4.1.1.5 to 4.1.1. 7 must be observed; – the cylinders are not packed together with other dangerous goods; – the gross mass of a package does not exceed 30 kg; and – each package is clearly and permanently labelled with the words „UN 1006“ for argon, compressed, „UN 1013“ for carbon dioxide, „UN 1046“ for helium, compressed, or „UN 1066“ for nitrogen, compressed; this mark is enclosed by a line forming an upside-down square with a side length of at least 100 mm x 100 mm.

CHAPTER 3.2.

A detailed list of the special regulations can be found in chapter 3.2 of the ADR. This includes guidelines and other specifications in the area of special provisions for packages. Therefore, if the subject of shipping appears in the special provisions, the provisions of subsections 5.2.1.1 and 5.2.1.2 a) & b) apply at the same time and must be complied with. The minimum character height of 12 mm or 6 mm applies to the labelling described in the ADR with inverted commas as an exception for certain packaging sizes. The UN number must always be preceded by the letter combination „UN“.
